With the Supreme Court ruling that the presidential tariffs imposed under the International Emergency Economic Powers Act of 1977 as unconstitutional, the President’s Proclamation of February 20 outlines alternative tariff actions to achieve similar goals, effective 12:01 AM Eastern on Tuesday, February 24.
A thorough review of these latest charges is actually good news for Boston 2026 participants. Paragraph 14(j) exempts from these new tariffs, “information materials, donations, and accompanied baggage.” Stamps and philatelic material were classified as “informational material” through earlier work of Boston 2026 officials.
Annex 1 of the Proclamation mentions HTSUS code 9903.03.11, the new exemption code to be used by Customs officials to exempt informational material from taxation. Boston 2026’s customs broker service is working through these new classifications to ensure exhibitors, commissioners, dealers, postal administrations and others are able to enter the U.S. worry-free.

Brought forward by Vaccari News. Here is a summary:
Switzerland has sparked controversy with its new stamp marking the 125th anniversary of Alberto Giacometti. The 1.20-franc issue reproduces L’homme qui marche I and is valid for postage from 5 March. However, foreign media outlets and catalogue publishers cannot reproduce the image without paying a licence fee.
The sculpture remains under copyright, administered by ProLitteris. According to the Posta Svizzera, it was not possible to secure a commercial licence covering international use. Swiss media may reproduce the stamp provided copyright is acknowledged, but foreign publishers must seek permission through their national collecting societies, such as SIAE in Italy. The position has been upheld by the Federal Office of Communications.
Critics argue that a postage stamp, traditionally a vehicle of state communication, should be freely reproducible for editorial purposes, and that a different image might have avoided this contentious outcome.
The PHILHAINAUT ’26 National Philatelic Championship will take place at Louvexpo in La Louvière from 28 to 30 August 2026. In addition to Belgian collectors, we have invited collectors from France and the Grand Duchy of Luxembourg to participate.
But that’s not all. Visitors will be able to view high-quality collections from members of the Belgian Philatelic Academy, while members of the Belgian Congo Study Circle will present 150 frames from our former colonies to celebrate their 75th anniversary.
We will also host an international philatelic exhibition of 200 frames dedicated to birds—Birdpex 10 (https://birdpex.com). This will be the second time that Birdpex, open for all bird collectors, will be organised in our country.
For the first time in Belgium, we are collaborating with the Cercle Numismatique de La Louvière, which will organise an international numismatic fair with dealers from all over the world, as well as an exhibition and lectures that will surely delight all banknote and coin collectors.
Philhainaut ’26 will be this year’s must-see event in Belgium. Come and join us at Louvexpo, Rue Debaty 7, 7100 La Louvière, from 28 to 30 August 2026. For more information, visit https://frcpb.be/tentoonnat26.php.
